ranked games needs stricter requirements to participate

I'm not the best player and don't claim to be, but the ranked ladder needs a serious rework. As of now the only requirement to play ranked is to play enough to reach level 30. everyone knows that to you have to climb through bronze/silver at a grueling pace. I hate going to a ranked game and someone saying something similar to "Idk how to play (insert role here) so give me the role i want" which my response is usually if you don't know how to play all roles don't play ranked. I assumed once i got to ranked i would be playing with and against players of a similar skill which anyone whose managed to get through bronze/silver can tell this is untrue. I do not play at diamond or challenger level i know that, but i would at least like to play with players who have an understanding of the roles/system/champs etc. so that i can be pushed and push other players to better themselves at the game themselves and the current setup not only doesn't promote this but is more of a luck of the draw type setup. All I'm asking is that you rework it to where players that actually have a grasp as to what they are doing, and the game itself are allowed to participate in ranked games other than "oh hey you made it to level 30 you should try your hand at ranked now". The players that i have encountered during ranked play as of this moment are mostly toxic and have made me become toxic towards them since they seem to have no clue of the mechanics at work (and don't give me that bs of only 5 % of players last season received penalties for toxicness/afk/etc last season which everyone know is way too low). And lastly your leaverbuster system is trash, even with this "rework", a simple and logical solution is to allow a slash/ command which allows both teams to vote to end the game before 20 minutes to either give the team w/o the AFK from 00:00 a W and the team with the AFK a loss prevented.
