That looks like a client/server desync Even the the height difference there doesn't account for that missing
It's caused by the difference in the height between the river and the bank. League technically has 3 dimensions, although the height of something really doesn't affect much aside from rare cases like that.

Hey it happens all the time with my Nidalee Q, and I barely lag, I NEVER lag, only around 57 ping.
This is something I encounter on Jhin, sometimes I land a perfect W and it didn't register the hit, the same him ultimate. Even tho it happened once, it pisses me off that the enemy lived because the game decided to randomly not register my shot.

It looks like you are using quick cast and moved your mouse too fast. You should really use regular cast if you want to prove your point. There is a randomly visual inaccuracy for every skill shot in the game. Every cast you make, there is a random chance it will display inaccurately for all players.
The game has bad servers and you have 70 ping so its not surprising to be honest.
