Morello's Core status

With Morello being forced into a Core item (through nerfs/buffs), think it's time to adjust it's passive. It's kinda like back when exec calling was a core item -- it nerfs the healing champs passively, for no reason, since they're not particularly strong anyways (poor Soraka).

Having it be a counter pick item or something made sense -- having it be a core item with -healing being a side benefit is just pretty eh. Maybe it's time to give it some cooldown on the passive (Can only be applied to a target every X seconds) or a shorter duration (it lasts FOREVER when you're on a Soraka lol).

Just sayin'. It's keeping down champions that aren';t doing too well as it is, with passive power. It's cool to keep the healing debuff around, but either having it's duration reduced to like 2 seconds or giving it a cooldown per champ to provide windows of opportunity would be nice...
