Viktor has not as much mobility as Fizz and not invulnerability frames, so I don't think these are really comparable.

Tank Viktor excels against juggernaut tops like Darius Urgot Garen . Instead play gap closing top laners that can punish him every time he comes in range to use his Q for shield+movespeed. Good ones to use against Victor are MonkeyKing Maokai or even pseudo-tanks like Rumble Galio . These champs usually have built in armor shread like wukong or pantheon to counter Viktors iceborn gauntlet, or they just do magic damage so iceborn doesn't really help Viktor.
