Talon's laning phase

In my opinion talon can't fight mages in mid anymore. As his silence was removed any mage could just cc him as he jumps in. The only way talon gets a kill in laning phase( if enemy plays properly) is if his jungler tanks. Because of that I think his W ability's mama cost should be decreased by 5 on the first 3 levels of it and damage increased by 5 only on first 3 levels too. That would help him waveclear and poke mages from a far a little more consistently.
