AFK Players and Toxic Players

Hi, I am a new bronze player that just started playing ranked matches about a week ago. I have noticed, not only in ranked matches, but in normal matches, the frequency of players going AFK, either from rage quitting or other reasons. This is frusturating because we (usually) lose the match due to the down player, and have no way of forfeiting the match before the 20 minute mark so that we can start another game, where hopefully we wont get an AFK player. I wish that riot would punish these players more than a few minutes of inactivity. Another thing that i noticed through playing is the extremely toxic player base. It seems that I cannot go one game without at least one person cursing out someone else and being extremely negative, either to my team or the other team. I like communicating with the other team and my own, but not with players that constantly bombard others with hateful comments. I feel like there needs to be a better way to either get rid of these players for a longer period, or put a longstanding mute on their account in game. Let me know what you think about these topics, because personally it has me pretty heated.
