STOP PUNISHING FOR AFK TEAMMATE!!!!

Is there any way to not punish a team for having a AFK in ranked games and rewarding the team that has a 5v4... due to AFK/Connection issues... It happens to me multiple times a day and even in series where someone either rage quits or DC's and i lose my series or get demoted cause I don't have any IP... Maybe I just suck so much at this game that i'm never getting out of silver (which would be fucked up) But plz make something that allows a vote of some sort that wouldn't be used by people just trying to get out of a loss... But I dont' know maybe take away 1 IP or something stupid idk I'm just RAGING!!!
