How does Miss Fortune's Q work?

So I've been trying to figure out what seems to be a long confusing topic: how does Miss Fortune's q work. I googled it and found this:

Double Up's second shot follows a priority order on targets within 500 units of the primary one:

Enemy champions in a 40º cone with at least one Impure Shots stack ((or Love Tap)). Minions and monsters within a 20º cone. Enemy champions within a 20º cone. Minions and neutral monsters within a 40º cone. Enemy champions within a 40º cone. Enemy or neutral units within a 110º cone. Enemy or neutral units within 150 units in a 160º cone.

TLDR: Doesn't look like Miss Fortune's q follows the above priority rules. So does it just hit any enemy champion in the cone behind the target, and if there are no enemy champions then it hits a minion?

But when I went into the practice tool to test this out it would just always prioritize enemy champions regardless of where they were in the cone. What I tried was going into practice mode as Miss Fortune with an enemy bot (champion), turned auto refill hp/mana/cooldowns all on, then disabled smart cast so I could see the cone, then waited until there were both an enemy minion and the enemy bot right behind the minion in front of me and then I used q. It didn't matter whether or not there was a minion right behind the target minion and if the enemy bot was at the edge of the cone or not (clearly doesn't matter which area of cone they're in), it would just always hit the enemy bot (love tap didn't matter either). Didn't matter if the enemy bot was behind minions behind the target either (so clearly the q is not prioritizing minions over champions).

How does her q target selection work? Does it just always hit the enemy champion in the cone behind the target? and if no enemy champion exists behind the target in the cone then it hits a neutral/minion?
