Gifting Friends with IP points but cost double?

Hello summoners and riot staff

I was wondering if possible you could gift champions with IP to friends account, but it cost double

so a 3150 champion will cost 6300 and so on and so forth. The reason behind this is so people with smurfs can't just buy all the champions for that account.

Any thoughts?
