Is the reworked Aatrox a early or late game champion?

His stats scream late game but his playstyle feels early. His Q cast time and length becomes consistently harder to hit the longer the game goes on due to just movement speed increasing over the course of the game. The only upside to this is his damage significantly increases since his Q scales from 64% total ad to 80% per swing.

IMO he needs a buff: Either allow him to move freely with his Q already or find another way for him to perform more consistently.
