Match Making in norms

So as a whole, the league community can marginally agree on the fact that match making is broken. Now mostly this applies to ranked since people that really complain about match making are talking about ranked. But, I'm making this post because I'd really like help in understanding why I get blind mode norm games like the pictures I'm posting with. I get normals aren't matched the same way as ranked but I feel as though the teams should have some sort of balance. (As a side note I was duo with ekko, I'm plat 3 and ekko is diamond 4)

When you DUO with a person the matchmaking system makes sure the other team has a higher ELO than your team.

but to get not even a level 30 seems a bit much, even in norms.

Maybe they are a smurf but yeah this game has problems and they aren't really working to fix them. Just reworking champs and releasing new ones. There is no money to be made by fixing reporting or matchmaking so they fall by the wayside in order to line Riot's pockets.
