I was loking at the changes at the PBE and noticed that they are changing Viktors passive. These are the changes: Prototype Core AP per level lowered to 1 from 3 Now grants 10 mana per level

The Hex Core Mk-1 AP per level lowered to 3 from 4 No longer gives 20 flat ability power No longer gives 150 mana Now gives +15 mana per level

The Hex Core mk-2 AP per level increased to 6 from 5 No longer gives 40 flat ability power No longer gives 300 mana Now gives +20 mana per level

Perfect Hex Core AP per level increased to 10 from 6 No longer gives 60 flat ability power No longer gives 500 mana Now gives +25 mana per level

It is a very warranted Nerf. He will still be a strong pick, he just won't be doing as much damage early game from rushing the core.

If you look at all the stats, item 3198 is offering the exact same ones you get at 18 anyway (60 AP base with +6 per level (168 at level 18) and 500 mana) but the difference is they are making it much less attractive of a rush by making it based purely on Scaling. Right now, you can basically rush it and it's essentially as effective as a item 3100 as long as you throw out Q when you need a speed boost

I know it sounds Niche but actually, rushing your item 3197 is actually a really strong idea, particularly if you know teamfights will be happening early on. Currently, it will give you 50 AP (+5 per level) and 300 Mana. This is ignoring the Gravity and Laser Augments will essentially Make or Break your Initiation/Teamfight Capacity.

It's an Early to Mid-Game Nerf, End-Game will be the exact same as it is now. I have to say, nice job on the Balancing Team's part, hit his early game without hurting his Ratios.

End game has slightly more ap I think, and less mana.

Actually according to his Wiki, the item 3198 offers 168 AP and 500 mana. This is pretty interesting because the potential rework offers 180 AP and 450 mana (sorry, redid the math, will edit) This is pretty interesting, I'd take the 12 AP over 50 mana in the end-game so in a sense, this is actually weakening his early to mid game in exchange for a small buff to his end game. It's a net nerf to rushing your Hexcore but at level 17 you end up stronger for it. I like it.
