My question is... Has riot ever thought about implementing an AP version of a cull? I think it would help out scaling mid and top laners that would rather sit back and farm during early/mid stages. And it would help AP mid laners specifically against mid lane lane bullies to make up for the CS discrepancy you might find in an overly oppressive lane. I'm sure you already knew this though and thought of it. But I'm curious as to why riot neglects to implement one
Just because the item gives AD doesn't mean it can't be a decent starting item for mages.
It's thought processes like this that prevents you people from getting good at the game and understanding it at a higher, more in-depth level.

doran's ring is too good I don't think anyone wants anything that gives gold over mana
Mages don't have the same power curves as ADC. Only ADC's buy it and they only buy it because they need multiple items to scale (and they scale multiplicatively). Mages scale more linearly.
They have the dark seal.
