master yi can 1v1 almost any jungler at level 2-3

this is not normal and should not be allowed. he lose 1v1 only to jax and maybe lee, graves. for such a mid/late scaling carry champ it is kinda broken, u can't shutdown him 1v1 or 2v2 early. now when u remove his ad buff when e is not on cd, he clears jungle even faster since there is nothing to hold.
