Bring Region Lock to NA (kick boosters)

I am so tired of seeing boosters on accounts they dont belong in. If we bring region lock to NA people will be in the Elo they belong. Stop with the thousand questions to recover your account we should be account bound by our social security numbers like Korea and Japan.

Don't try to climb right at the end of the season then dog. You should know everyone is going tryhard at this time of the year anyways. Stopping boosters would take way too much manpower and resources.
