When is the last time riot put out an ADC that WASN'T broken on release?
the flamethrower is way overtuned, it shouldnt be both aoe and do more damage than his other guns against single targets AND have the best Q effect (which is basically the same effect as his ult for some reason)

And this should be expected at this point. It is actually a rare oddity that a new champion comes out that isn't broken beyond belief. This includes reworks.

So of the last 10 new champions all but 1 were beyond broken upon release.

This assumes most of the people using him will actually be good at him. He's a high skill champion and honestly I see a lot of people trying and failing with his twin weapons and how to apply the proper effects on each. I've been playing him on PBE and hurricane is one of my core items on him, he's quite lethal but one mistake and he's toast, which is the way its supposed to be.
In short, he may be broken for about 2% of the playerbase who will use him right but for the other people he's "too hard" and they'll give up quickly. Honestly, wish he was out now because I'm so used to playing him!
To be fair, nothing in this game works particularly well right now.
It's the PBE for a reason! It's a commonly reported notion that the Flamethrower is overtuned, so I wouldn't be surprised if they changed the numbers or attack speed of the weapon.
Runaan's is going to be good on him though, just given his kit.
He's going to feel broken if someone is high skill level on him. He's going to feel like a feeder if someone is not.
I'm betting he's gonna land at 46% win rate but people who main him, master him and know general macro play will probably push 73% Win rates.
He's a champion built around on-hit effects, why shouldn't Runaan's be good?
He only has Infernum for 20% of the game.
