Are Dragons going to be balanced in Season 8?

I'm not a huge fan of RNG in this game and thats exactly what the elemental Dragons are. Its no secret that they are not valued equally. Why is that a thing? You can clearly see in both solo que and in professional play that people do not care about the Cloud drake, even after its been buffed a bunch of times, while a Mountain/Infernal will almost always be contested.

How is this in any way a good design? When a team gets 3 Infernal drakes, you know you are in some trouble. Winrates prove such. 3 Cloud drakes though? Who the hell cares? Maybe we do get some "invisible power" with better movement speed, but nobody in their right mind is going to think thats equal to more AD/AP or insane true damage to Baron/towers.

Why aren't these things balanced?
