Cause you're not stealing 'life' when you attack someone with a shield on them. It doesn't make sense thematically, and it seems like something that would be an interesting tweak to the game.
By this logic, putting a shield on someone who's currently being burned by DoT shouldn't block that DoT's damage since the DoT's already on them, inside the shield.
I like the DoT idea here. It puts more focus on shields being used to prevent incoming damage rather than reacting to damage.
Then shields shouldnt apply resistances.

You know , shields are kind of increasing the shielded champion's HP for few seconds , that's why it's life stealing , but you got a point , feels exactly how Vlad can take blood from Heimer Turrents
