Honor Capsules Are Worthless

I got an honor capsule today and got Annie and Kayle skin shards plus 2 key fragments, The previous honor capsule I got had a 450 champ and a 520 skin. Considering how rare the capsules are they are worthless since they dont drop full keys and you can get less blue essence than level up rewards and no skin shards. There is no benefit to being honor 5 over honor 3 unless by some miracle you get the exclusive skins. It would be better to increase the number of key fragments available/obtainable to honor 5 and make capsules drop more often or drop better rewards.
