Where did the bonus health scaling on Azir's E go?

recently while playing Azir I've noticed the 15% bonus health scaling on his E isn't there anymore, at least not on the tooltip.

Did they nerf his E again? or is this unintentional?

I added a link to a screenshot of the tooltip.

It was removed from the tooltip as it never worked to begin with.

they did remove it a while back, don't know when thought, and recently fixed the tooltip because it still said it scales

or that is what i think, idk, i haven't kept track of azir lately.
