Diffrence between 9.5cdr and 10cdr if both gets stats to 10% ingame?

Is there a cooldown diffrence if you have 9.5%cdr vs if u have 10% cdr since ingame, it still becomes 10% I'd like to know if it's worth buying the last runes for my riven rune page if I dont need them.
