A quick question about skipping tiers in ranked

So I understand that you can skip tiers if you have a much higher elo than your current ranks average elo. For instance you can go straight from Silver 3 to Silver 1 If your MMR is good enough.

I know you cant skip the first tier in a division (i.e. you cant go from silver 2 to gold 5) but can you skip the last tier in a division? So, for example, can you skip Gold 5 and go straight from Silver 1 to Gold 4?
