Can Jarvan IV support?

As I see it this guy has about as good utility than Leona, high base damages (he could be fairly effective with only black cleaver for offense.), and he is only a little bit less tanky.

I was thinking a build something like this would work for Jarvan support. Stacking blackcleaver with his innate armor shred on his Q allows for 54% armor shred, he can tank well with his shield and slow, and he can offer an attack speed stim to the ADC. Also his ult is great for securing kills, and the adc can easily shoot in unlike melees who have a problem with his ult.
