Time that ezreal's cd needs a nerf

the kiting is like none other in the game and the fact that he does twice the amount of damage with only a muramana and a ludens echo makes it impossible to decide to either build armor or magic resist, the cd on his kiting needs to be toned down cause his q should not be every .5 seconds, his e is literaly up everytime and hes just imossible to catch. I call bs on his cd and kiting cause its the most obnoxious in the game.
