Draven R buff

The R buff on Draven doesn’t help him at all with his laning phase. That barely changed him. He’s supposed to be the best lane bully in game but instead just gets bullied by every single meta adc and support. I’d like the idea of either reworking his passive to something new or giving back his old wicked blades passive. Maybe making him scale if they give him a new passive. Thoughts?
