dc and loss prevented

I guess im rather confused because i thought riot was taking action to get rid of so many dc's players. so why is it not a loss prevented when 1-2 players get dc'd? i've heard people argue that it's because the other team has dc's also but why is that an excuse? its a competitive game. i feel like the people that play it competitively should not get punished for teammates who don't feel the same. i understand not everyone can afford a great computer but that's no reason for you to mess up someones game. i think toasters are a real issue here and it should be resolved somehow. either make the game more accessible to other players or loss prevent for having a 3v5. it's ridiculous. especially because i've seen a huge increase. i dont know if it's the map or what but whatever it is, it's a problem that needs to be fixed.
