Legit question: If RIOT just nerfs champions who are at the top in winrate (or have a low winrate but are really potent as your skill with them increases), even if their kit is healthy, and then they get replaced by slightly less powerful champs, then what's to stop everything from eventually having very low numbers and feeling really underpowered?

Because champions get buffed too

What most people don't realize is that it isn't just nerf nerf nerf until you get a balanced game. It's impossible to balance a Moba. Instead, they nerf and buff as they see fit to change/rotate who is strong (even if some of it is unintentional or too much). This is why there are so many good champions that aren't considered broken, and more not good champs that are still viable. It's a lost cause trying to have champions be diverse yet balanced

"Underpowered" is a relative power level, not an absolute one.
