you didn't have to gut fiora. here's what you needed to do:

tl;dr: have a fail state on her ultimate, and have counter play on her passive

in depth, if fiora doesn't win the duel on her ultimate she should have some sort of turnaround where she's hella vulnerable and needs to gtfo. i've seen her ult be used more as a way to say "this person needs to leave the teamfight" rather than "it's you or me [amidst all of them]! let's d-d-d-d-d-d-d-d-d-d-duel!" you can have her do a crap ton of damage like in release so long as she has vulnerabilities in her playstyle.

similarly her passive is just sort of a "hey move over there or I slap you" and feels un-interactive to the enemy laner, who just has to go with the whims of the rng of her passive. how it should work is that if fiora hits one of the vitals, she should gain a vital for a time that can mitigate and or return damage if deft enough, giving the sense of an actual duel.

Yea I've been maining fiora and she either feels really broken or really underpowered, here is no inbetween. And her early game is so weak it's attrocious.

To be honest, she's got so many annoying components to her kit that made her fking oppressive to play against. Riot chose to go the numbers route (albeit quite gutting) to make sure her kit could stay intact but for her to be legitimately weak numbers wise. I'd much prefer narrowing her kit to be that of a duelist/splitpusher with some quite reliable cc and honing into that onto her kit.

Your suggestion was quite intriguing, do you mean to say that she gets a vital in return for the enemy laner to punish back and hence, resets their own? Because that sounds like a very interesting concept and fits very well with this d-d-d-d-d-duel theme. Also, I hate the fact that an ally killing an enemy procs the ultimate - what kind of rubbish duel is that, sounds more like a case of "surprise, GANGBANG!"
