what is elo hell? am I in it?

anything 5 is elo hell bronze and silver are considered elo hell because people cannot climb out of it for some reason

Gold is pretty chill though any division in the 5s is pretty rough.

Ask yourself the question "Do I play ranked?" You now have your answer.

I am in silver 5 atm. And i can say basicly anything bellow Gold 4. Past that i dont know. Highest i got was silver 1 then fell off (last season).

In my experience, elo hell is basically all the bottom 3 ranks. People do their placement matches and get put into those, then based on their skill they start climbing. The problem is that they get all the way up to silver, sometimes gold, before they start equalizing, then while you're climbing, no matter how hard you try sometimes, you just lose matches over and over and over again because they aren't meant to be up there based on skill, and you can't account for them wrecking your games. Then after a while of struggling, you start losing far more lp per loss than when you win, which makes you have to have an even higher winrate while those same people are still wrecking your games.

Elo hell is where you're suck in a devision or tier and can't climb higher due to poor matchmaking.

It doesn't exist unless you're faker and stuck from going higher.
