Is there a server as disadvantaged as ours?

I don't know why the other servers are experiencing the clash mode, but the server for us is not We have been waiting for this mode for so long and now we don't have it. We formed a team to prepare for this mode to launch ... Somehow in 2018, when clash first launched, all servers could experience it but now there are a number of servers that do not have it. I can't figure out how the 10-year-old game developer works anymore.

Because Riot doesn't run LoL in Garena regions. You're at the mercy of whatever Garena do.
