Raising the ranked Level requirement?
to level 100. would that make any sense? why or why not.

No, it's much better in Warcraft III; where you can begin Ladder Play at ANY Time!
The idea is that you start at Level 1 for your Ranking, and all other types of Games Played do not actually "Level" you up! You can unlock different Character Portraits (there are unfortunately none that are animated in this Game though :P), and when you Lose a Game you can potentially drop in Level!
It could sometimes be annoying when you'd Decline HEAVILY in Level if you didn't play for a while; but it's a much better System. This way it FULLY differentiates the world of "Non Ranked" (which doesn't actually indicate a Metal Title like Bronze or Gold, but actually a formal Name for that like Vizier, etc.) from the World of Ladder Play.

That would encourage even more botting. I think its still fine at 30.
