Free2Play champions with level 6
i hit level 6 on my smurf and still cant play the regular free2play champions only the beginner champions [slayer-jinx-unamused]

Well the game doesn't exactly cater to smurfs.
Report it as a bug, it should have unlocked them.
Have you quit out of the client and back in? Might take a bit of a kick for it to recognise whats up. (Also not 100% if the rules are different in EUW compared to NA, maybe they keep the new player roster longer.)
