Please help me kill Mordekaiser

I do not get why this character needed to be made like what the actual fuck. I mostly play or but I also like to try new champion who are free-to-play, but with every character I just can't seem to kill the bastard. So I ask; what items should i buy when I am playing against as ? And are there champions that counter him?

You don't have to kill your laner you just need to not feed your laner. I've seen Quinn and Vlads win lane vs him quite a bit if you're ranged he can't stack his passive. But I'm a bot lane player I usually die to his ult. [zombie-brand-facepalm]

Mordekaiser was free-to-play so i thought i give it a try, he was easier than I expected but his E does have a large cooldown
