Bananas Pre-10 Summoner Spell + Matchup System

So recently, I got my newbie friend into the world of league. In the matches of the first few days that I was teaching her, I was amazed. Basically, a level 5 (her summoner level) was matched up against a level 8! What's worst, sometimes even a level 10! Now, skill can only do so much for every lane, but with access to summoner spells such as Flash and even Ignite against a level 5 who has access to none of those, how will people ever win? I completely got her disinterested after the couple loss due to the Flash + Ignite summoner spell. I believe if riot is trying to make the game fair and fun and a positive learning experience to new players, ALL SUMMONER SPELLS SHALL BE AVAILABLE AS SOON AS PLAYERS ARE ALLOWED IN BLIND PICK QUEUE! I don't see why is this such a bad idea to let summoners practice spell as early as possible.

One can argue that she/I could've resolve back to Player vs Bot mode, but as people know, the whole point of the game is PK! Why will anyone wish to create a system that is unfair and indignant to new players to discourage player-killing and hence barring them from practicing against other summoners until they have obtain all summoner spells? This is beyond me.
