How to fix the ranked system (which is currently a sad joke)

I have been playing the game for about 4 years quite regularly, I am in plat 2 now and I see that there is literally no difference to when I was in silver and tried to get out of the 'elo hell'.

I get trolls just as often (+/- every second game, also every single match has at least 1 person that is visibly worse than the rest but we sometimes manage to carry), inting people are never penalised and everyone thinks they are the best. Same in bronze, silver, gold and plat.

What is the solution? Prioritise penalising people who get seriously bad scores. Give ranked cooldowns like CSGO does. If you get undisputably garbage kda, you get ranked cooldown for 30 min, 60 min, day, week etc. FORCE people into tryharding or keep them out of rankeds. This way higher leagues might actually mean something since rankeds will test skill and not be a lottery of who gets more feeders in teams.

Why is Riot so focused on penalising for flaming? I get it, it makes the game experience worse, but you can mute a flamer. What you can't do it kick a garbage player. You are stuck with this utter idiot who somehow made it into high plat for 40 minutes of your life and you can do NOTHING about it. And he won't get any penalty. But you will if u say he is bad...
