What does riot do with these champions?

There are a few champions that I feel like riot kinda makes and forgets. Champions like Galio, Yorick, Shaco, and Poppy. Not only are these champions not in meta almost ever, in Galio's case, he is never played in lower elo, and he is not played that much in higher elo even though his kit is pretty ridiculous.

Galio His kit is a very unique kit but a useful one when used right. His Q does ridiculous damage and has a 0.6 ap ratio and a base damage of 80/135/190/245/300. That is a ridiculous level one damage one of the highest for a lvl 1 spell and this spell reduces there movement speed. His W is one of the problems of his kit. In the laning phase it is pretty useful because it will heal you for whatever damage you take. But it doesn't ignore the damage. If the damage is high enough it will hurt you more than heal you that's why it is useless in team fights because you are taking so much damage. His E Is a great utility spell, it does decent AoE damage as well. It has a 0.5 ap ratio, and a base damage of 60/105/150/195/240. But the most useful part is the movement speed increase of 20/28/36/44/52%. If you combo that with your Q it is a great engage spell. His R is what makes him truly unique. It taunts anybody who is in the range and who walks into the spell cast, then explodes dealing 220/330/440 base damage with a 0.6 ap ratio. This if used right can cause a lot of winning team fights. It will start a fight for any other champions who can engage. And if the other team is smart they will burn whatever anti CC thing they have such as summoner 1 item 3222 item 3140 . This will then give your team a chance to use more CC on the team.

All I want to discuss is why is Galio not played!? LEAVE YOUR COMMENTS BELOW AND THANKS FOR READING!

His q is really hard to land due to its slow speed and he has abysmal early laning due to his massive mana problems before he gets chalice and another mana item. So he takes a fair bit of effort to use well and isn't really flashy outside of the ult, so people just don't pick him up. Also, w is amazing at all stages of the game, it either makes you near invulnerable for 4 seconds or makes your carry absurdly tanky and not die to whoever is jumping on them.

One of the big problems with gallio is that he's the only tanky melee that has no reason at all to ever get in AA range. Whie this doesn't have to be a problem with his power, it makes playing him quite strange.

Besides that, he's to dependend on landing a good ult, as the rest of his kit scales bad into late, and his main damage is quite easy to dodge. His base kit has low dps and no hard cc, which isn't great for a tank, while it also has bad scaleings makeing him bad as a mage in the late. His early is pretty manahungry, so despite high base values, especially on Q, he's not that dominant in the early. His mid is really powerfull, but if you really have to pull some plays here to be worth the pick. Later in the game, he's still good for sige comps, his Q is still potent poke, his E allows for fast rotations and his Ultis a great counterengage, and his W makes him insanly tanky, just that due to his low dps it doesn't matter that much if he survies quite long.
