Can't add certain AI Bots to custom games or practice tool

New AI bots to fight against in Co-Op vs. AI have appeared overtime, but they haven't been added to custom games or practice tool for use to practice against. These include: Gangplank, Nocturne, Irelia, Jarvan IV, Olaf, Yasuo, Ahri, Akali, Aurelion Sol, Fizz, Heimerdinger, Katarina, Malzahar, Orianna, Swain, Xerath, Jinx, Jhin, Teemo, Vayne, Nami, and Sion. If Riot could please make these bots available in the drop down menus for bot selection, that would be great. I'd love to practice against a few of these champs, especially Heimerdinger.
