I am a lvl 28 summoner. I have been playing a little over a month, and once I hit 15 I started devoting my time to learning the Jungle game. Lately though, once I hit 27, I started getting matched up against teams of level 30s with 100s of more wins and games than I. I am trying to learn how to get better, but all I get is flamed.
Any tips and suggestions would be amazing.

step two keep an eye on your teammates and opponents
step three determine which one's are bearable non-assholes who have any clue how to play
step four add them to your friends list and surround yourself with good people who have patience
step five invite them to your games and grow alongside them or using their advice
step six go to the internet and question/verify whatever you learn
step seven go back to step one
