Why is not banning a champion an option?

In what situation would you ever want to not ban a champion? What situation calls for not banning? I can understand having people who don't lock in a ban have their opportunity missed, but why would you ever intentionally chose to not ban?

When you fear no champion, basically an invitation to your opponents to do their worst.

I see a lot of pro players do this from time to time. Basically there is a set number of counter for one champion, so by no banning they force the opponent to either go a completely different route or play it into a counter. Arguably you could ban a 3rd champion but then you reveal part of your strategy as they can see what your ban counters and prepare a new counter for you.

it is counted as a dodge if you don't ban a champion, unless you're talking about blind pick.
