In the patch notes under his W (Bio-Arcane Barrage) it says when its activated it reduces all of his damage to non-minion targets by 55%. It then says when its activated It deals bonus damage based on the targets max health. How does this work? Does he basically stop doing his base damage and just start doing the max health damage?

The base damage is reduced and the max health damage is applied as an on hit effect. Both occur at the same time.
I believe his %HP damage is applied in full since it's an on hit effect.
