Link Inspiration keystones to support items
During the redesign of the rune system, Riot appeared to have difficulties to design runes that make the support position desirable and fun. They came up with the Inspiration tree, but it kind of backfired because almost all other positions are abusing this tree. In pro play, you could see games with 6-8 players taking Inspiration as a main tree, which in my opinion is ruining the game. My suggestion is to link the use of Inspiration keystones to having a support line item in the inventory.

If you don't have a support line item (Spellthief, Ancient Coin, Relic Shield lines), and you take the Inspiration as the main tree, your Keystone is disabled. If you take a support line item, and sell it later, your Keystone is disabled from that point on.

The strength of the Inspiration keystone should be linked to the level of the support item. For Tier 1 support items the benefit would be very limited (e.g. you get only one spell shard for a Tier 1 item in Unsealed Spellbook), and benefits would increase with upgrading to Tier 2 and 3 support items. Also selling a support line item would not give you gold back, or if you really want to penalize that, it could cost 500 gold loss (just an arbitrary number). Supports usually quickly upgrade their support item, and do not sell them (I mean TRUE supports). Other positions would think twice to go into the Inspiration main tree, because of significant gold cost and limited benefits. The Inspiration tree would be open for them as a secondary without any penalty.
