Neeko bug?

Has anyone else noticed that this patch they took away the double W passive proc on fast attack speeds, but now Neeko doesn't stack auto's on towers anymore- and to make it even worse, she also has infinite third auto attacks on towers if you start attacking while the passive is active. I don't know whether it's because i use certain runes, or if it's just a general bug, but it seems kind of op to me :')
