bard needs a little buff on the w

late game bards heals suck and the 1 sec movement speed is kinda useless and that cooldown my god. Why not try to reduce that cooldown that can help. PS i don't care what people say about his ult its ok where its at IF YOU'RE NOT A TROLL.
