AFK Timers

Guys i must really say that riot is being in an unfair manner that they give timers for many people I mean to say that they give it to every guy who goes afk.. But Why cant riot be more specific that they give timers only for the rage quitters
And not the internet issues... I had internet issues... Riot gave me a timer for leaving Is it even fair???
