Why does Evelynn's W - Allure cause all other sounds to be muted for the target upon stealth cast?

When Evelynn casts her W - Allure from stealth it causes all other sounds to become muted to the target player. As far as I can tell it doesn't cause them to become quieter, it completely mutes them. As a player I rely on sound queues a fair bit to know when champions are activating abilities, summoner spells and items as well as to time when people will exit effects such as Zhonya's Hourglass etc. and this muting of sounds can be very problematic.

As if the giant bright pink hearts across the screen and the echoing laugh weren't enough; it mutes all other sound as well. Can't it just be the heart meter above your champion with the laugh? Why must it also make the obnoxious hearts and mute all other sounds before it even is made to charm you! These effects cause Evelynn's E to create significant visual and auditory "noise" (or lack thereof on the auditory part) that is completely unnecessary and such "noise" is not present on most other abilities in the game (besides Urgot's ultimate which is very annoying video/audio wise, and possibly Garen's ultimate which I actually don't mind, but when these effects occur you are already dead so it makes little difference game-play wise except for maybe Redemption).

Putting aside the fact that her charm is very non-interactive with practically no meaningful "counter-play" (somehow avoid/ spell shield her next hit within 5-2.5 seconds [depending on whether the charm is triggered] or be charmed for an unreasonable duration for a target spell at least at max rank), why must it also cause all other sound effects from champions to become muted? I understand that thematically it is supposed to be "you are charmed and think only of Eve" but it does this BEFORE the charm (when she casts it from stealth not when it activates the charm) not to mention it is seriously annoying when you are in a fight and all other sound queues become muted.

Please remedy this situation.
