Why cant gps passive proc ludens
i thought ludens was proc from magic damage u do with an ability...does his passive not count? ud think that the q would be able to proc the ludens because of his passive qq

His Q applies "On-Hit affects" and 
only procs from "Spell Effects". It doesn't proc from magic damage, but from the spell hitting a target and triggering a spell effect.
Ezreal's Q is the same in that it will proc Triforce/Lich Bane, but not Luden's.
Maybe his rework will include something other than a long CD Ult that can proc it. It's pretty close to happening.
His passive is flagged as an OnHit ability and as such doesn't proc spell effects. Generally speaking, OnHit effects don't proc spell effects (except the ones that do, see: Kayle).
