How do you prevent them from scaling enough to actually win the game?

Gank them repeatedly and I mean repeatedly.
Also learning how to close out a game before they reach their late game helps.
The whole point of beating a scaling champion is abusing them in their weakest stages of the game.
That applies to any scaling champion regardless of if it's Vayne, Jax, Yi, Nasus, Jinx, Twitch, Azir, Ryze or anyone else.
