Can Rammus be a support?
Can he? He is really tanky, might go well with some items.

Depends on enemy bot lane comp, if they have something like 2 adcs go for it, if they have a mage support you are gonna wish you picked something else. Against an engage tank it can be either way, a peel tank and you get to go past laning phase for free.
Yes. He’s just a bit outdone by tanks who can more quickly dash to where they need to be. Which is most of them.
His only good quality is that he can set up for ganks really well with Q flash taunt and R. He can't trade/all in very well and his level 6 powerspike is very underwhelming. In low elo/norms maybe you can just sit back with coin and build zeke's and knights vow, but there are much better tank supps to choose from!
Played it a few times for fun, worked quiet well. The main issue is quite often your match up.
