A system for new players (not smurfs) (Kind of a Rant)

In my opinion, having leveled up two smurfs in this season 1-30 and meeting ONE actual new player (who quit at level 12), I feel that ACTUAL new players need a system to help them enjoy the game while still learning. There is a VERY steep learning curve that turns many players away from the game, and Riot should address this problem by having a buddy system to help new players learn the game while having fun doing so. The current tutorial and playing vs bots just isn't enough to keep new players here and happy, so why not set up a system to pair new players up with an experienced player to encourage them to get better? Another way this can work is to have a public chat lobby that the player is connected to upon login where other players are waiting to meet new people (Rooms fill up at 200 players, and they are refreshed upon users leaving). This can help start new friendships on LOL and create a funner experience for everyone. Anyways, thanks for listening to my mini-rant, and good luck out on the rift!
