Can Riot games fix their games instead of introducing a new champ every 4 months?

On February 15th of 2019, I played 7 games ranked games, look me up if you need to confirm, anyways I am your average player with an average KDA and I love playing League of Legends like the mechanics and the champs sometimes I play the game everywhere, but enough is enough. I played 7 ranked games today and out of those 7, 3 matches were filled with inters and rage quitters. *When I played Zilean Support, my allied kog maw rage quit after giving first blood to the enemy team.

*And in my last two matches, I had a tryndamere top who inted his lane and fed the garen, we kept telling him, stay under tower and would do the opposite and push the minions to garen's tower.

*Lastly in another game, I had a Garen top who did the same as the tryndamere and constantly inted to his opponent to the point where Jax had 183 cs to his 67 cs. I love the game, but I can't take it anymore and I hope that Riot Fixes the MMR. While I reported them, the enemy team laughed and said, "Hur Hur not reporting them cause they MVP". I posted my op.gg for you all to see the in depth results.

"Why can't this doctor fix my car?"

Right, why is the new champion team not focusing on overall balance, I wonder.

oh okay rolls eyes I wonder where Riot is putting all the attention at, new champion team or the balance team?

You wanna know something better what if we are the "Doctor" (Consumer) and we are paying the Mechanic (Riot Games) to fix our car (League of Legends), but the Mechanic still messes it up and adds new problems.

We're not. You completely missed the point of the analogy. We're neither.
